[99] Working paper; randomized field experiment
Publication: 2026-08-27 · Document: 2026-06-26
Among 176 health workers classified as present-biased in KP, a front-loaded bonus increased claimed daily visits. Evidence of reduced false reporting was stronger for a uniform incentive late in the week. Independent household checks distinguished claims from delivered work. The design supports verifying administrative performance records before relying on them for rewards.
Limit: Selected workers and a short reporting cycle limit generalization. Weekly estimated fabricated-visit reductions were not statistically significant. Strict pooled false-report effects were insignificant; an extended uniform-incentive measure reached only the 10% threshold. The July policy brief makes stronger claims than this later working paper. Sample and timeline descriptions have editorial inconsistencies. Neither national corruption prevalence nor the effect of administrative restructuring was tested.

[100] Policy brief reporting qualitative research and a randomized survey experiment
Publication: 2026-01 · Document: 2025-10
In sampled Lahore communities, water-quality information linked to health increased contributions from survey compensation toward collective policy action. Respondents did not clearly prefer neighbourhood coordination over citywide coordination. Treatment did not improve willingness to pay for water treatment. Information was useful when paired with a plausible route to action.
Limit: Behaviour in a survey is not evidence of sustained organization, successful litigation or improved water quality. The PDF inconsistently describes 800 and 1,600 households; avoid a headline sample size or precise effect size. Its broad claims about courts and political parties do not establish current legal authority or justify excluding parties.

[101] Working paper; policy synthesis and proposed fiscal formula, not a new impact evaluation
Publication: 2026-04 · Document: 2026
The authors propose a permanent NFC secretariat, more reliable transfers, regular PFC awards, local revenue retention and performance measures. Their fiscal reform links revenue effort, public trust and service outcomes. They also propose a constitutional local share and new provincial allocation weights.
Limit: Proposed percentages are not enacted entitlements or estimated optimal shares. No causal evaluation tests the proposed formula. The paper relies partly on secondary and weak references. Its explanation of Article 160(3A) must be checked against constitutional text; it is not a guarantee of each province’s absolute annual receipts. Freezing population at 1998 and conditioning essential funding on performance create equity and manipulation concerns.

[102] Growth brief; evidence synthesis and policy recommendations
Publication: 2025-08-11 · Document: 2025-07
The brief connects drainage maintenance, land-use decisions, heat protection, local fiscal capacity and shared climate data. It recommends equipping municipal institutions to use risk information in investment decisions and prepare financeable resilience projects.
Limit: This is not an evaluation of 34 administrative units. Technology, finance and nature-based measures require local engineering, legal and budget appraisal. Cross-source numerical claims vary in vintage and are not automatically current. Carbon finance and partnerships are uncertain financing options, not guaranteed operating revenue. No legal transfer of tax authority follows merely from the brief.

[103] Civil-society implementation audit; documented information requests, not a nationally representative survey
Publication: 2024-05 · Document: 2024-05
CGPA tested information access using development-budget requests to federal and provincial public bodies, then complaints to information commissions. The study documents substantial nonresponse and differences in follow-through. A legal right and an appointed information officer did not consistently produce access to records.
Limit: This is a selected 2024 audit, not today’s national compliance rate. Request-year text conflicts (2023 in the summary, 2024 in methods). Some percentages do not match counts: 22/127 is about 17.3%, although the report prints 17.1%. Current commission membership, deadlines and legal status require separate verification.
