Open research / Municipal services

How cities organize service.

How do cities plan, deliver and improve municipal services? This research covers 36 cities so far. Explore their strategies, governance, service channels and standards, with the public sources behind each finding.

AI-assisted research organizes public evidence across eight dimensions. Each dimension uses a defined 0–4 rubric, with findings, confidence and limitations shown together. See the methodology below.

03 / Evidence matrix

8 dimensions. 12 profiles.

Read across a dimension, then open a city to inspect its findings and sources. Ratings use dimension-specific 0–4 rubrics. Select a dimension below to read the exact criteria for each rating.

  1. 1Isolated service statements; no shared model.
  2. 2Defined strategy/model for part of the organization.
  3. 3Enterprise or multi-service model is operating with accountable delivery.
  4. 4Model is governed, measured, refreshed, and demonstrably shapes decisions.

0: No public strategy or service-model evidence. Unknown: the reviewed sources did not support a rating. Unknown is distinct from zero.

The table scrolls horizontally on smaller screens. Unknown remains unknown; it is never converted to zero. City columns are alphabetical.

04 / Method and boundaries

Research methodology

Independent CaL research based on publicly available sources.

Scope of review

The 36-city universe contains 18 screened cities, 6 practice-only reviews and 12 deep profiles. The source methodology’s 18 practice reviews include those 12 deep profiles.

Only deep profiles carry eight-dimension assessments. Population figures retain their recorded year and geographic basis; they are context, not a common measurement boundary.

Reading the evidence

Unknown is not zero. A null rating means the reviewed public sources did not support a rating. A recorded zero is a rubric assessment and differs from unknown.

The explorer does not calculate an aggregate maturity score or city ranking. Ratings describe demonstrated public evidence. They cannot prove that a practice is absent, establish causality or substitute for direct municipal validation.

Sources and dates

73 sources: 67 comparative sources and 6 origin-context records. Origin-context sources describe the research’s starting context and are excluded from dimension lessons, city profiles and comparative findings.

Research as of 2026-08-24; public corrections reviewed 2026-08-28. Links may have changed since the recorded access dates.

Dimension-specific rubric

Each rubric runs from 0 to 4. Read the full statement alongside the finding, confidence, recency and breadth of evidence.

01 / CX strategy, framework, and service model
  1. No public strategy or service-model evidence.
  2. Isolated service statements; no shared model.
  3. Defined strategy/model for part of the organization.
  4. Enterprise or multi-service model is operating with accountable delivery.
  5. Model is governed, measured, refreshed, and demonstrably shapes decisions.

Strategy becomes useful when it changes ownership, service design, and investment decisions. [1][2][4][5][6][13][15][16][17][22][24][25][26][28][29][30][31][34][35][38][41][42]

02 / Organization, governance, and dedicated capability
  1. No visible ownership or governance.
  2. Informal champions or project-only ownership.
  3. Named role/team, but limited enterprise decision rights.
  4. Dedicated capability with explicit responsibilities and governance.
  5. Executive sponsorship, decision forums, portfolio ownership, and reported accountability operate together.

The strongest public evidence combines visible ownership, cross-service governance, and executive reporting. [1][2][3][4][6][13][14][15][22][24][26][29][34][35][38][41]

03 / Channels and enabling technology
  1. No usable public evidence of customer channels/capabilities.
  2. Isolated channel or tool with weak integration.
  3. Multiple channels are defined; integration or accessibility is partial.
  4. Coordinated channels/case capabilities operate across services with human escalation.
  5. Integrated, inclusive channel ecosystem is measured and continually improved.

Joined service channels connect case flow, knowledge, accessibility, human escalation, and back-office redesign. [1][2][3][4][5][6][7][8][13][15][17][19][22][24][26][27][28][29][31][34][35][39][42]

04 / Service standards, SLAs, and performance
  1. No public standards or performance evidence.
  2. Local expectations exist without consistent measures.
  3. Some published targets, handoff expectations, or reporting.
  4. Corporate/multi-service standards and measures have owners and operating cadence.
  5. Targets, service promises, segmented results, governance, and corrective action are demonstrably linked.

Published standards are most useful when they are segmented by journey or channel and linked to corrective action. [1][3][4][6][14][16][22][24][26][30][31][33][34][35][36][38]

05 / Customer satisfaction and experience measurement
  1. No public CX measurement evidence.
  2. Occasional feedback with no visible decision loop.
  3. Defined survey/feedback measures for selected channels or services.
  4. Repeatable, segmented measurement informs service decisions.
  5. Statistically/operationally robust measures, trends, equity lenses, and improvement actions are integrated.

Strong measurement systems combine operational evidence with satisfaction, effort, inclusion, and trends. [1][2][3][6][8][14][15][17][22][24][26][27][29][31][33][35][36][38][41][42]

06 / Continuous improvement and innovation
  1. No public improvement-practice evidence.
  2. One-off projects or idea collection.
  3. Defined method used in selected services.
  4. Repeatable journey/process/service-design practice operates across services.
  5. Governed portfolio uses evidence, iteration, benefits, and learning to improve continuously.

Repeatable journey and process methods work best when a governed portfolio keeps feedback and learning active. [1][3][4][6][8][15][22][24][26][27][29][34][35][37][39][42]

07 / Training, culture, and staff enablement
  1. No public enablement evidence.
  2. Awareness messaging or isolated training.
  3. Defined training/tools for selected roles.
  4. Role-based capability, tools, behaviours, and leadership reinforcement operate across services.
  5. Capability is measured, refreshed, embedded in people systems, and linked to service outcomes.

Staff enablement is stronger when roles, tools, behaviours, coaching, and measures reinforce one another. [1][3][4][6][15][16][17][22][26][30][33][35][38]

08 / Demonstrated outcomes, challenges, and lessons
  1. No public implementation or outcome evidence.
  2. Activity is described without implementation proof.
  3. Current implementation artifact or qualitative lesson, with limited outcome evidence.
  4. Measured operating result or multi-artifact implementation with limits disclosed.
  5. Current outcomes, baselines/trends, causal caution, challenges, and lessons are reported together.

Activity volume is not an outcome; stronger evidence reports baselines, results, limits, and what changed next. [1][3][7][8][15][16][22][23][24][26][27][30][33][34][35][36][38][39]
